The main objective of the International Civil Aviation Organization (ICAO) which was created with the signing of the Convention on International Civil Aviation at Chicago on 7 December 1944, is to ensure safe, regular, efficient, and economical air transport. Its main tool towards this goal is a comprehensive series of international rules (standards and recommended practices) which member states agree to follow. All of the standards and recommended practices are periodically reviewed and revised, as necessary, to keep abreast with technological and other developments affecting the aviation industry.
