Description: This text forms part of an on-going project which aims to develop a conceptual framework for rights-based education by merging core human rights requirements with the Education for All (EFA) strategy. The purpose of this text is to facilitate rights-based education strategies, which summarizes government human rights obligations as making education available, accessible, acceptable and adaptable. These highlight core human rights obligations derived from universal human rights standards with a view to reinforcing and amplifying EFA strategies. The realization of the right to education is a continuing process, hence a comprehensive but simple conceptual framework will be a useful checklist for creating national EFA strategies as well as for monitoring their implementation.
