The Common Country Assessment (CCA) and UN Development Assistance Framework (UNDAF)

In July 1997 the UN Secretary-General Kofi Annan introduced a wide-ranging reform programme for the UN. It called for a new leadership culture and management structure at the UN. The Common Country Assessment (CCA) and the UN Development Assistance Framework (UNDAF) were introduced to strengthen the coherence and effectiveness of the UN systemís contribution to a countryís development efforts. The preparation and the monitoring of the implementation of the CCA and UNDAF are key functions of the IASU / UNRC, but inputs are provided by all UN agencies in Thailand as well as the Royal Thai Government and representatives of the private sector and civil society.

The CCA represents an independent assessment by the United Nations system of the development situation and critical issues facing a country, particularly in light of the declarations, goals, and plans of action agreed upon at the series of global conferences convened by the UN in the 1990s. The UNDAF is a planning framework for the development operations of the UN system at the country level. It identifies the common objectives, common strategies of development assistance and a common timeframe for follow-up activities shared by all resident UN agencies. The UNDAF thus enables a holistic UN approach to country challenges.

The UNRC Annual Reports

The aim of the UN Resident Co-ordinatorís Annual Reports is to highlight the role and activities of the UN system in Thailand and the way in which these activities help Thailand and the region advance towards her development goals. The reports are intended to give a summary of the most important aspects of the UN systemís work in Thailand. They are prepared by the UNRC, with the assistance of the Inter-Agency Support Unit and in close collaboration with the UN Country Team, which consists of the heads of all resident UN agencies.
